Dr Thomas E Smith is the Ministry of Health’s HMDP Visiting Expert in Community Mental Health/Population Mental health. His HMDP Programme is scheduled for 14 October 2024 to 18 October 2024.

About the visit/HDMP expert

Dr Thomas Smith, MD is the Chief Medical Examiner of the New York State Office of Mental Health (NYS OMH), and the Co-Director of the NYS OMH Behavioral Health Integrated Performance Measurement Centre. He is also the Medical Director of the NYS OMH Division of Managed Care and a Special Lecturer in the Department of Psychiatry at Columbia University. Dr Smith was the Principal Investigator for the project on Hospital Discharge Planning and Transition to Outpatient Psychiatric Care (2016-2022).

He currently serves as a Co-Chair for the Behavioral Health Workgroup under the National Quality Forum’s Core Quality Measures Collaborative and sits on the Journal Editorial Board for the Administration and Policy in Mental Health and Mental Health Services Research.

Dr Smith’s expertise is in the areas of population health, community mental health, value-based care, performance indicators, quality measures, care transformation and utilization management.

Dr Smith has published over 150 peer-reviewed publications and has presented at more than 90 conferences and seminars.
