Curious about what AVBC really means in practice?
This section complements the main site content by addressing common questions about Appropriate and Value-Based Care (AVBC). It explains why the term was introduced, how it builds on existing frameworks, and how it supports the delivery of care that is clinically appropriate, cost-effective, and centred on what matters to patients—so that every healthcare decision contributes to better outcomes and a more sustainable system.
Is there a need to introduce another term like AVBC? Isn't appropriateness already part of Value-Based Healthcare?
The term Appropriate and Value-Based Care (AVBC) is not intended to replace or complicate existing value-based care frameworks. Rather, it serves as a unifying concept to bring greater coherence to the diverse programmes and initiatives across Singapore’s healthcare system.
While appropriateness has always been an important element of value-based care, AVBC makes this principle explicit and central. It underscores our shared commitment to delivering care that is clinically appropriate, cost-effective, and focused on outcomes that matter to patients.
By anchoring on both “appropriateness” and “value,” AVBC provides a common reference point for aligning policies, practices, and incentives across different institutions and care settings.
What does AVBC stand for?
AVBC stands for Appropriate and Value-Based Care.
It reflects Singapore’s aspiration to provide care that is:
Clinically appropriate – aligned with evidence and patient need;
Cost-effective – mindful of resource stewardship;
Person-centred – focused on achieving outcomes that matter to patients.
Why is "Appropriate" included in AVBC instead of using just "Value-Based Care"?
The inclusion of "Appropriate" in AVBC was a deliberate choice. It addresses concerns that value-based care could be perceived narrowly as a cost-containment strategy.
By emphasising appropriateness, AVBC affirms that care must continue to meet clinical standards and be based on patient need—while also being delivered efficiently. It reinforces the principle of providing the right care, at the right time, and at the right cost.
How does AVBC relate to healthcare sustainability?
AVBC and sustainability are strongly aligned.
Sustainability is a key outcome that AVBC seeks to achieve—by reducing waste, avoiding unnecessary care, and directing resources toward interventions that deliver better outcomes. In doing so, AVBC contributes to a resilient and future-ready healthcare system.
While sustainability is often viewed as a broad policy aspiration, AVBC provides a practical framework for achieving it—ensuring that care remains appropriate, effective, and viable over the long term.
